If you can find any copy of XP you can install it and then use the SP2 and SP3 upgrades that are available for download. For one machine- I used Service Pack 1A to install from CD, then apply SP2 and SP3 respectively. It was the "CD not misplaced" for a computer bought long ago.
There is no "official" copy of Windows XP SP3 .iso available in free download, as an official copy would mean that it comes straight from Microsoft, and they do not have it on their Windows Update Catalog or Microsoft Download Center websites.
